Statement by President of Russia Dmitry Medvedev. August 26, 2008

 

My dear fellow countrymen, citizens of Russia!

You are no doubt well aware of the tragedy of South Ossetia. The night-time execution-style bombardment of Tskhinval by the Georgian troops resulted in the deaths of hundreds of our civilians. Among the dead were the Russian peacekeepers, who gave their lives in fulfilling their duty to protect women, children and the elderly.

The Georgian leadership, in violation of the UN Charter and their obligations under international agreements and contrary to the voice of reason, unleashed an armed conflict victimizing innocent civilians. The same fate lay in store for Abkhazia. Obviously, they in Tbilisi hoped for a blitz-krieg that would have confronted the world community with an accomplished fact. The most inhuman way was chosen to achieve the objective – annexing South Ossetia through the annihilation of a whole people.

Dmitry Medvedev has been sworn in as Russia's third president since the collapse of the USSR in 1991. The inauguration ceremony was held in the Kremlin in front of 2,400 guests.

“I'm going to pay special attention to the fundamental role of the law. We must achieve a true respect in law, overcome the legal nihilism,” Medvedev said.

Last year, Russia (Arabic: الفدرالية الروسية) was the world's largest oil producer ahead of Saudi Arabia (Arabic: المملكة العربية السعودية‎, al-Mamlaka al-ʻArabiyya as-Suʻūdiyya). At roughly 9.84 million b/d, Russia produced almost a fourth of non-OPEC crude oil in 2007. However, the latest data now suggests that the days of strong Russian oil output growth are over. After an increase of 2.3% in 2007, crude oil production plummeted in January & February. The decline accelerated further in March, to 1.0% YoY, and Russia's first quarter crude oil production averaged just 9.75 million b/d, down 0.8% YoY.

Around 37,000 printed news sources from more than 100 countries published in 23 different languages were scanned, ranging

from the world’s leading newspapers, such as the Financial Times and Washington Post to the regional press in various countries.

Vladimir Putin has met Libya’s leader, Muammar Gaddafi (Arabic: معمر القذافي), in the capital Tripoli. It's the first visit of a Russian head of state to the oil-rich country. The two sides have already agreed on the amount of debt Libya owes Russia dating back from the Soviet era.

Putin’s visit to Libya is also expected to yield a declaration of friendship and co-operation. Some other documents may also be signed, including commercial agreements.

Gazprom May End Year as No. 2 Earner 

The Moscow Times, By Anatoly Medetsky

Propelled by historically high oil prices, Gazprom is poised to earn enough cash in 2008 to end the year as the world's second most profitable company.

Its net income will rise as high as $41.5 billion, leaving it only slightly behind global leader ExxonMobil, Alfa Bank said in a research note released Thursday.

The U.S. energy major will turn a profit of around $45 billion, according to consensus estimates. Royal Dutch Shell is projected to finish a distant third, with around $25 billion in net income, analysts have said.

If Gazprom lives up to Alfa's estimates, its profits will be equal to the budget of a small country. Ukraine, for example, has forecast budget revenues of $43 billion for 2008.

The portion of qualified and skilled employees working in industry is still very high in Russia, signals the European Social Survey. The transition to innovation economy calls for the changes in professional structure of the population. The government is well aware of this prerequisite - the Social and Economic Development Strategy elaborated by the RF Economic Development and Trade Ministry till 2020 has taken into account the conclusions of sociological experts, forecasting Russia’s economy to become post-industrial by that year with the share of small/mid-business reaching the level of developed nations.

According to the European Social Survey, Russia has the greatest portion of salaried employees (95 percent) in Europe. The share is 87.2 percent in Western Europe and Eastern Europe has 92.5 percent. Despite that most of employees work for wages worldwide, businessmen and self-employed account for nearly 13 percent of the population in Western Europe vs. 7.5 percent in Eastern Europe and just 5 percent in Russia.

Well-known Russia expert and former aide to Bush Thomas Graham read a report entitled “Medvedev or Putin: What's the Difference?” Graham thinks Putin and Medvedev can rule together, but their relations may be complicated by infighting among Kremlin groups. Kommersant Washington correspondent Dmitry Sidorov has details.
Former aide to U.S. President George W. Bush on the National Security Council Thomas Graham, Jr., is one of the directors of the consulting firm Kissiniger-Maclarty. According to information obtained by Kommersant, the consulting firm founded by former secretary of state Henry Kissinger enjoys the trust of the leadership in both countries and serves as an intermediary between the White House and Kremlin.

FT: The world economy is slowing down. We have a financial crisis in America. There is a risk of the oil price falling. Is the Russian economy heading for a cold shower this year?

DM: I am certain that we have adequately prepared ourselves against the various problems that have emerged on the world financial markets. What makes us confident is that over the last eight years we have managed to create a stable macroeconomic system. Our financial reserves, our gold and currency reserves, are higher than ever before, reflecting the overall state of affairs in the Russian economy. So in this regard we are insured against fluctuations occurring on the commodities and stock markets, although we’re not closed off from the complexities being experienced by the world economy.
